The Bay View Association Board of Trustees Declaration on Bicycle Safety

The Board of Trustees affirms that the safety and well-being of all who live in, visit, and experience Bay View is a shared responsibility and a
core community value.

Recent community survey and listening session feedback from the 2024 and 2025 seasons show bicycle safety is a significant concern. This consistent and widespread feedback underscores the importance of addressing safety proactively as a community priority.

As a place where bicycles are integral to daily life, recreation, and connection, we recognize both the joy and the risk that come with their use. We also recognize that many bicycle-related incidents are preventable when individuals act with awareness, responsibility, and mutual respect.

We embrace a culture of safety grounded in clear expectations, collective accountability, and best practices observed in peer communities.

Declaration of Principles

The Board declares the following principles to guide the Bay View community:

1. Shared Responsibility
All members of the Bay View community, including cyclists, pedestrians, and motorists, share responsibility for maintaining a safe environment.

2. Respect for Rules and Right of Way
Bicycles are to be operated in accordance with established traffic rules and community expectations. This includes stopping at intersections, yielding to pedestrians, and observing posted signage.

3. Pedestrian Priority
Pedestrians have the right of way at all times. Cyclists are expected to operate at safe speeds and with heightened awareness in shared spaces. In accordance with existing Association policy, bicycles must be walked on the Campus (the Association’s central grounds) to prioritize pedestrian safety.

4. Personal Safety Practices
The use of helmets is strongly encouraged and considered a fundamental component of safe cycling.

5. Courtesy and Awareness
A culture of courtesy, marked by slowing down, observing traffic signs, signaling intentions, and remaining attentive, enhances safety and reinforces the character of the community.

6. Education and Reinforcement
The Board affirms the importance of ongoing education, communication, and reinforcement of safe practices and directs the Executive Director to advance these efforts, including initiatives such as a crossing guard volunteer program.

7. Continuous Improvement
The Board encourages ongoing evaluation of policies, infrastructure, and practices that contribute to bicycle safety.

Community Standard
This declaration articulates the values and expectations that define Bay View’s approach to bicycle safety and reflects the voices of our community.

By fostering a culture rooted in responsibility, respect, and awareness, the Board affirms its commitment to ensuring that Bay View remains a safe and welcoming place for all.
